Faster Weapon Switch

By the default settings, I can switch instantly to the previous weapon, example: lmg to pistol, simply by scrolling with my mouse wheel. But to switch to the next weapon, for example from pistol to lmg, i have to scroll up to select the weapon and then press fire to equip it.
Is there any way to adjust the game so that switching up a weapon slot works the same as switching down?
And also, is there any way to adjust it so that I can switch using the mousewheel while in the middle of a reload?

you can switch from, say, a LMG and a welder back and forth with only one button
