Sound Card Problems (maybe?)

First of all, my comps specs (yes, I know it sucks, but I am getting a new one before HL2):
P3 600mhz
320mb RAM
Geforce 2 (Overclocked to near Geforce 3 range and VERY stable, dont know how, but its going strong)
Aureal Vortex AU8810 PCI Audio
Windows 98 SE
Now my problem, is sound related. I cannot hear any voice communication. All I hear is slight crackling. This <b>ONLY</b> happens in NS, every other mod I can play and hear as I normally would. Not being able to hear voice in a game like NS really limits what you can do and I find a lot of people are yelling at me to do something, but I cant hear them until they start to type it.
Here is the strange part. I have been playing NS since 1.02. Voice worked great back then, I didn't use A3D, or EAX, just default sound. Then it was either 1.03, or 1.04 where my problems began. As soon as one of these was released (Can't remember which) my computer would go to blue screen as soon as the console would go up on a load. So I put it on A3D, and I could connect no problem. But... I cannot hear voice communication. So I tryed EAX, and it froze like the default. I updated Sound Card drivers (with the most up to date ones considering Aureal went under) and my Nvidia drivers, as well as cleaned up my harddrive a lot. Same thing happened.
So I reinstalled NS by deleting everything NS off my comp first.... same thing. So I deleted all of half life including reg keys, and reinstall.... then install fresh NS, same thing. So now I'm really getting mad. But still, every other mod runs fine.
So I tried a few more things that were suggested in an older thread about this, with the same result as well as testing my directx through dxdiag or what it is called, and the same thing still happens. I am not sure if this bug is something in my NS config, or something in the NS code. But again, all other mods voice comm works fine in default sound mode, I have not tried other mods in A3D because I have had no reason to, they work fine. but NS freezes.
I will attach my config if you are up for the challenge of figuring out whats wrong here. I am all out of ideas and getting pretty mad. If this is something in the NS code, I hope they fix it soon. And I am not the only one having problems with this, I have searched and found another person with the same problem.

Just tried it, and compared NS config with DOD config, besides a few differences all sound variables were the same, and 90% of values for configs were the same. The ones that weren't did not involve sound and were in DOD only or NS only. So that did not work. The only difference soundwise between the 2 configs was that a3d was enabled in NS but not in DOD... but NS freezes when not on a3d and dod does not.
ok later tonight i will put my dod config as my ns config, as well as my ns config as dod, to see if i can voice chat in dod
I decided to do it right now, and the results were disapointing.
First I put the DOd config in the Ns folder, backed up my old ns config as config.bak, and turned a3d off. Went into game, froze as usual. Put a3d on, played, but without hearing voice chat.
I then put my NS config in DOD folder, heard voice comm with a3d off, did not continue to test with a3d on, because it did not freeze.

the problem is that you have 2 unkowns for me
the soundcard and 98SE (I never played HL till I had 2K)
the one thing I can think of is this:
try a diff sound card, either an integrated one on your mobo (if you have) or another soundcard from another machine (like a friends or something)
