I was just on the hlsw.net site and the answer is yes. They have an explanation of how to make it work. I believe you must put hlsw.exe in the steam folder. But please check their site for verification on that.

2. I don't think hlsw can actually "launch" your server. Notice its name, HLSW = Half Life Server Watcher.
3. Sort of. I tried this on a steam tfc server today and you can find and administrate your servers but steam servers can't be joined using hlsw, "yet". Hopefully there will be an update soon.
Sorry, I was a bit vague in my question. However, HLSW homepage now says: "Today at 9 am cet, Steam 1.0 was published, which is necessary to play CS 1.6. The current HLSW-Version supports CS 1.6, you just have to do a little change in the settings. Instead of the hl.exe in your hl-directory you now have to enter the hl.exe in you steam.directory."
So I'm guessing HLSW will still list my old NS servers even after they update to run under steam. I'm also guessing that if I set up my HLSW to launch hl.exe under the steam directory instead of pointing out the hl-directory, things should work...

Haven't had the time to test this though.
