Perhaps you can explain why formatting isn't an option? I could come up with some better ideas then

    Alright...<a href='http://housecall.trendmicro.com/' target='_blank'>do this (virus scan)</a> then download and run <a href='http://download.com.com/3000-2144-10214379.html?tag=lst-0-1' target='_blank'>this</a>

After that get back to me. Also go to start>run> type "cmd" without quotes, hit enter type chkdsk /f

After all that come see me.

I had the same problem when I formatted my computer with WinXP. Eediot helped me here. Ok, press Ctrl+Alt+Delete, and click the Processes Tab, and click CPU and check what's taking the most. It was something like DLLHOST.dll for me, taking 75-90% of my System Resources. There's a real dllhost.dll file in windows, but one's fake. Google on how to delete it/which folder it's in.

Motherboard problems most likely CPU chip and with that reformatting might just not even help.
