Extreme Bad Fps

<div class="IPBDescription">on extremely good system?</div>Alright, so my current system looks like this:
AMD Athlon XP 2600+ (1.9GHz)
512 MB DDR RAM
Win2k
ASUS A7V333 MOBO (only 4xAGP, 333FSB)
and, RADEON 9800 PRO 128DDR RAM (using latest CATALYST drivers for WIN2k)
Now, you'd think with this system, I'd hit max FPS without even breaking a sweat in NS. But I get no better than 45.
I just upgraded the vid card, from a GeForce4 MX440 (64MB DDR) and with that card and its drivers hit max FPS on NS easily, but ever since I upgraded, I've gotten several different drivers and the problem hasnt gotten any better. Of course, all other games have had a major boost in FPS, and all other half-life mods are still maxed out.
Also, I've tried switching between DirectX drivers and OpenGL drivers in the Video Modes section of the configuration, and it's equally bad.
Anybody have any pointers?
