Its a Strobe Light.
All you need to do is get a small strobe light and find the right flash rate to get it to work!

The trafic Light needs to have a special sensor on it.
looks like a small cylinder with a wire comming out of it, pointing in the direction of trafic, above or next to the light them selves.

No, at night time when the standard light sequences are not required (Not much traffic at 4am) it picks up headlights, if there's no traffic going through at the other parts of the intesection it will change your lights to green meaning you don't have to stop. Endless amounts of times i've been in taxi's on my way home at the arse end of the night when they pull out their flashlight and flash it at the sensor to let them through. <!--emo&:)--><img src='http://www.unknownworlds.com/forums/html/emoticons/smile.gif' border='0' style='vertical-align:middle' alt='smile.gif'><!--endemo-->
What the article talks about, however, is a totally unique traffic management system though......
