  i had this problem... something to do with your config

  +jlook is for joystick, you can gain a small amount of fps by turning it off.

  Although it does sound like someone messed with him and set cl_pitchup & down to 0...
  Try putting this in your config, just to be sure:
  cl_pitchup 89
  cl_pitchdown 89
  If you set it to 90, you will start walking the other way if you look as far up/down as possible, so just set it to 89(which is the default anyway).
  (NOTE: cl_pitchup 999999 can make for fun stuff in the readyroom)
