Slow Motion Only In Ns

This is the weirdest problem i have ever seen. My Movement and attack speed in NS is 30%-40% slower then other players.
I mean when i attack or move the speed rate is slower. After i tried everything to format i come here to ask for ur help.

My system:
Win xp
GeForce 4 MX 440
256 mb ddr
AMD athlon XP 1800+
DSL 1.5
Sound card: Via AC'97 Audio controller

This problem happens only in NS and i am very desperate , every idea will be greatfull.
couple of weeks ago i had win 2000 and i framed so i switched to win XP and now i dont frame but i have this problem. I did uninstalled and installed again NS.

    Are you sure that it is just not the animations and sounds that are buggered up? And you haven't used any h2x console variable(cvar) either, I hope? Although I have never heard of a command that would do that....

    it's probably because you have some kind of pvp (or any kind of download/upload thing) running in the background.

    make sure the ONLY program you have running is NS. (double check your task manager).

    if i had any pvp program i would have slow motion in other games as well.
    anyway the only things i am running are: Zoen Alarm, NAV, and Refresh Lock, Mirc, The rest are System programs.

    I have the exact same problem! NS is the only thing affected! Thank god it's not only me. Strangely enough. I'm also running Zone Alarm and NAV. I closed them and ran NS, still no luck. I ran in software mode, super slow fps, but still I was moving in slow motion. I ran in OpenGL and DirectX, still no difference. I reinstalled. Nothing. This sucks.     oh hmm, someone fixed this prob awhile ago, it had to do with the sound card. Try turning off the sound in hl and see if that fixes.
