First: Update EVERYTHING!!! Even if the comp is new, theres probably a new XP patch, keep up to date on the patches, it saves trouble in the long run.
Second: Comp Specs would be nice, esp how you connect to the internet..
Third: Verify that the router is not forwarding ports to a non-existant address (My guess is your old comp had a static IP, and this one has dynamic, unless you changed the config)
Fourth: Check for any loaded software that you can uninstall
Go Start>Run CMD and type netstat, look for anything with :27015 after it, if its there and you don't know what it is, tell me I have a program that will tell you whats using that port

    First- Just did it
second-specs, eh? guess thisl have to do-

Windows XP Home edition Version 2002, Service pack 1
    Dell Dimension 8300
    Pentium 4, 3.0 ghz
    2.00 gb ram

third- ...what? this one DOES have dynamic, but what the hell am I supposed to do?

    fourth- done, of course

    Nothing ending with :27015...
