Conversely, if you're <i>really</i> desperate you could load up the TES Editor and locate her that way. Of course, if you're anything like me you won't like to do that. Just walk around, my son. Walk around.

Yes, she did. Wrong woman, though. The one with the boots of blinding speed is dodgy, not rude.
She's on the road between Gnar Mok and Ald'Ruhn\Caldera. You see a lot of that area doing House Redoran quests.

Her and the Nord person Ryo-Ohki speak of are about 20 feet next to eachother. They are north of Caldera, a bit southeast of the mines(for that one quest)

I can't deny screaming out loud when I first saw one... but I got used to them pretty fast, especially because they're pretty easy... but then again, the whole game is, if you play it as a merciless power-gamer...
system shock 2, though......... yeah, I still scream when I play it. :>
But yeah that game did get pretty easy once I had got my char to an insanely high level, became the lord imperial dragon, become the head of one of the houses, collected a whole set of every armour in the game, completed the main quest then became an uber powerful vampire of doom. I collected every book with a funny name and stacked them in my hall and the pile reached the roof. I had over 300000 in the bank before i became a vampire and forgot to retreive it. Travelling is real easy when you can cross half of the land in 2 jumps.

Yes, there is. I'm not going to say what it is, because it's kinda cheating. Imho the boots make you go so fast it cheapens the game as is, even without the blinding.
Personally, I mainly like to use magic items I enchant myself. It feels more authentic that way... :>

That's odd. The Nord didn't try to kill me (probably because I was a Nord too). Did anyone else wait a really long time and gather lewt/do guild quests/do great house quests/do shrine quests/raid various superdungeons (Thank you Gamefaqs <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin.gif' border='0' style='vertical-align:middle' alt='biggrin.gif'><!--endemo-->) before starting the main quest?
I do see it becoming disappointing on par with the immediately available dwarven shortsword of paralyze anything.
Regardless, note that, allthough the boots do indeed give you +200 speed, they also blind you. Magic resist can reduce or even fully cancel this blindness if you know what you are doing.
I was lvl 32 before I talked to Caius Cosades. Does that count?
