I don't think I've ever heard of a cable connection with 1.5mbit of upstream.
So long as your downstream is greater than your upstream, it doesn't matter for server hosting. Running a speed test like <a href='http://nyc.speakeasy.net' target='_blank'>http://nyc.speakeasy.net</a> will help determine your actual connection speeds.
I can have 4 people on it with good pings (<150). However, if a 5th person joins, the ping will skyrocket to about 3000+ MS. It also depends on certain maps. For example, for ns_castlewars, I can have 5 people playing and still get decent pings but for ns_canyonwar, 4 people playing lags the server to hell.
Also, another impedement is the number of turrets/oc's your clients build. OC/Turret farms will kill your server and you know how much we NS 2.0ers love to farm.
So basically, don't even try to run a server with a 256 k SDSL and expect to get good results ... its simply not possible.
I have a p3 550, 512/256 ddr ram (will 512 help alot?)... and a 2mbit/512kbit adsl line... I am able to have 12 people on with good pings, but once and a while the ping jumps up (usually when a game has finished and everybody is in the ready room). I havent tweaked anything, so I suppose it would help. Any tips?

I actually can run at least an 8 person server with 192 upload, and I think I can squeeze 10 players into my bandwidth and still have good performance.
If you want me to tell you how, I can, but be prepared for a long post, and you will have to do a heck of alot of work to set it up.
