Can Ns 3.0 Run Without Steam

I am on a college campus whose proxy does not allow steam to connect. I have a 3.0 server setup, but the 3.0 client will not install. Is there anyway to get 3.0 installed without steam? Also, does NS 3.0 have to connect to steam everytime you play NS after it is installed? Thanks.

For example if i am at a lan and i want to start up a dedicated server for something is there some way around the loging onto the steam network so i can just run servers? 1) Get an updated half-life version in another directory
2) install ns into the steam dir
3) copy the nsdir from the steamdir to the "old" half-life dir
4) enjoy
ATM there are only about 5 servers and I get lag anytime an enemy approaches but it's the only way I can play 3.0
Steam does not update. When it does, it rejects my cdkey. I can't use steam. The forum on steampowered give sno answers. emailing steam personally and you get no response.
