you can't update ns via steam, because it isn't one of the "offical" games yet.
just install the normal dedicated server, and then use the ns 3.0 installer

I just use "valve" for the game to update when I want to update the steam HLDS.
As toothcolt pointed out, if you want to update the NS component, you need to do it yourself.
