Yet Another Fps Problem

in betas 1 and 2, and 2.1 on steam, as well as WON, i was getting a solid 60 fps (my max) but in beta 3 my fps is <30. it stays on 30 untill i see combat and then drops to around 5-10. any ideas on what could be causing this problem? oh and its not ping.
