He is lying..
A truth teller would always tell the truth, thus he can't claim to lie.
Someone who ALWAYS lies never tells the truth, and by saying that he always lies he is telling the truth, thus the statement "everything i say to you is a lie" is the truth, so he is lying by saying a statement which isn't always true.
The statement "everything I say to you is a lie." describes itself... it's odd logic to explain.. sry.

He's lying.
He says "everything I say to you is a lie", and is lying in saying that. That doesn't automatically mean that everything he says is the truth - it merely means that NOT everything he says is a lie.
