I Get Lag Spike Sessions

<div class="IPBDescription">please help</div> Whenever I play NS combat v3 I get sessions of lag spikes. ie every 5-7 mins WHENEVER I move my mouse my FPS drop to 5-10 FPS which no per se lags me but slows my FPS down signifcantly so I can play normally. However if I walk or strafe I do NOT get the decrease in FPS. ONLY when I move my mouse whether I am standing still or not it still happens. Then after like 2 mins my FPS is PERFECTLY fine and I get no lag at all. I've tried the FPS max command in the console and that did not help. I am not downloading and I even have my AOL AIM closed. What is the problem and what do I need to do to fix it.

-Even if I'm nowhere near people (which affects your ping) and I move my mouse it still drops the FPS.

Your direct input buffer is getting flooded.
Update your mouse drivers.
Install Direct X 9.0.
Get Windows XP.
Close any custom mouse utility (ex: Logitech mouseware).
Close all extra processes.
Close all steam windows so only console appears when you hit ~
Before you load steam, hard-close explorer. This will clear your direct input.
Uninstall Steam
Update DirectX 9.0A to 9.0B
Reinstall Steam
Turn off Numlock (i use arrow keys)
Update your mouse drivers.
Install Direct X 9.0.
Get Windows XP.
Close any custom mouse utility (ex: Logitech mouseware).
Close all extra processes.
Close all steam windows so only console appears when you hit ~

1. Doesn't steam/half life alreadly come with an updated Direct C 9.0 or do I need to reinstall it?
2. I have Windows XP
3. No custom mouse utility is running or installed (have USB so I plug and play)
4. No other programs/processes running expcept Steam.
5. Have yet to try this
6. How do I 'hard-close' explorer?
