Strange Gameplay Problem...

<div class="IPBDescription">Commander can't spawn catalyst packs</div> Ok... this has been happening to me since beta1. I create a listenserver on Steam so me and some friends can play. We're usually marines, with alien bots. Once we research catalyst packs at the arms lab and it appears as an option, the commander can click it, then click somewhere on the ground or on a player, but it won't spawn the pack (there's no pack "attached" to the end of the cursor either). It doesn't take away resources.
I'm running beta 3 with the newest metamod and RCbots (loaded through metamod).
Anyone else even heard of this problem?
