Personally NS makes the HL engine not look like HL, a fantastic job has been made to have NS look very polished, esp making sweeter looking hivesites, and MT rings, not to mention the new GL, all the bug fixes etc. Third person reload animations would look pretty effing sweet, but I haven't heard nor seen any offical stance on them, and I'm pretty sure it was one of the things on the list for implimentation.

The developers may have deemed it unimportant to put in, but from what I could survey they proabably dont even know if they SHOULD put it in at all. I for one would be against it.

Unless you are going to create the missing animations and write the code for the game you should be very careful to call the devs lazy, especially when you think about how they worked on this game non-stop from pre-1.0 until the latest 3.0beta and you don't have to pay a single cent for it!
I remeber quite a lot of threads about third-person relaod animations, if you would have used the search function I'm sure you would have found some. The reasons very likely are missing reload animations (HA) and the fact that this feature has a lower priority. Personally I'd rather like to see a game with fixed bugs and without reload animations than a game with eye-candy but doesn't work properly.

As for third person reload animations, some of them ARE already in the game, look at jpers while flying, they WILL play their 3rd person reload animations.
its just commands with numbers, and I wish i knew how again >_<
can anyone confirm this? I should check it out

There's apparently a massive problem with putting it in. HL player models are made of two parts, the upper and the lower, as you probably know, but with the Onos, Skulk, Gorge and Lerk there is no upper / lower divide since they're quadropeds. This being the problem. When a player attacks it plays the animation for the upper half, and the lower half is still free to play walking, crouching or running animations independantly, but since the animation uses both the upper and lower of the Onos body it would just appear that the Onos is sliding along if implemented.
I admit it looks absolutely fierce, much better than what's currently there (Nothing?) but with HL engine limitations standing in the way, i don't think we'll see this soon.
As to the 3rd person reload animations, it would be a nice feature, but it isn't really all that important. And as for changing the game much, i doubt it. You can already determine if it's safe to attack by simply listening for the reload sound.
