It would appear that NS (and any other game, for that matter) are capable of setting the microphone pickup volume to whatever volume was last used in Windows. Not in the game itself, but in Windows. Which means, if you use voice chat on any other program, which dynamically adjust the microphone volume, it could affect the in game pickup volume, and without checking the voice tab, would appear to "kill" your microphone in whatever game is causing it.
I'll carry on looking for a permanent fix, but for the meantime (until I edit this), keep checking the microphone volume, every time you start NS up.
Like I said, it's only temporary, but I'll see about a permanent fix...
*edit*
Sorry mate, but after 2 cvardumps, one with maximum voice record volume, and one with minimum voice record volume, and going through every single one of the variables in the lists, the conclusion is this...
There is no permanent fix for it, not that the community can make, as the voice record volume isn't a command variable <img src="style_emoticons/<#EMO_DIR#>/sad-fix.gif" style="vertical-align:middle" emoid=":(" border="0" alt="sad-fix.gif" />
Sorry, but you'll just have to keep checking your record volume every time you start NS up...
