Joking about giving money to charities is certainly not illegal. It isn't the stuff that will earn you brownie points or credibility though.

I think "Joking" isn't the right term either. He said he would donate the money if somebody made his game idea, then when somebody did make it he went back on his promise.
No one really realises it but everytime you hear a nation's govt pledge money or aid to a nation in times of a great diaster or something, (Tsunamis good example) lots of nations make the news saying they regret the situatation and they pledge X millions of dollers in aid.
In reality more than half of those nations will never actually send over the full amount if any of what they pledged.

Or they bleed off a sizable chunk of the "donation" into things like the military, since the military could potentially give aid (rescue operations etc...).
The world sure does suck as a whole.
