Frame/lag issue?

Hi, I've recently had a problem with NS. Only problem for me is that it happened to all of the Steam Applications but after a restart on the program it fixed all other except for NS. My computer specs are of the following: Intel Pentium M, 2GB ram, and 6800Go. To explain the problem is that when I join a server I see I have 30 ping. However, as soon as I see more than 2-4 people coming after me my ping jumps to the 200+ and I suffer lag. If anyone can help me with this problem it would be appreciated.
