Gameplay lag

Anyone else see gameplay lag like this? For the past month, whenever I click a number (or anything), I get a second of stutter and then everythings fine. I turned the "accelerated" to off but no change. I have a high-end system and haven't experienced anything out of the ordinary in any of my other games. I thought maybe with this had to do with the latest game update through steam....?
