With SOME ways of inviting you can invite as a normal member, but other ways DONT allow you to invite due to no privelages. I think if you all join the same chatroom you can invite whoever you want to a group.
You have to log in first to be able to click the Join button, otherwise nothing at all happens. Log in with your steam account name (for me it was my email address, but I've had Steam since betas so that might be the cause) and password, then come back here and to that page and you should be able to join.
