Then back to normal, i have tried fixing my hl.exe to low priority. Deleting ns and reinstall it. Even reinstalling the whole steam. This problem kept appearing and now i m really annoyed by it. Can anyone please help me out ..

Setting the priority of hl.exe to lower than normal will only make the problem worse. Try setting it to higher than normal.
Also try to figure out what's using so much CPU.

i am currently using a laptop (HP Pavilon dv 9506TX GM213PA#AB5) to play Ns 3.2. It's operating systems is Core 2 Duo T7500 (2.2Ghz), 800MHz FSB. With 2GB DDR2 (2X1024mb) (667MHz) as memory. Also the laptop is with Nvidia Geforce 8600M GS having 1023M memory. With these config my fps shouldnt be dropping that seriously. And it is really annoying to set my hl.exe to high priority everytime i load ns. Because it will reload to normal priority everytime, is there a way to set my hl.exe to high all the time? Last of all , is there any other way? I dont think it is my anti virius eating my CPU. Please help me ...

Any way, the way to change it is by opening the task manager (ctrl+alt+del), finding the HL.exe process, rclickign it, and there is an option for fiddling with it.
I use WINDOWS XP Pro, BUT, when I set steam.exe to any priority prior to opening up hl.exe, the hl.exe follows suit with the priority class.
It will run under Vista, it just will not work right. Your best bet with video problems is to disable the Aero interface while gamming with older games. I provided a link that will walk you through the process.
If you can/no how I suggest picking up a copy of XP (should be pretty cheap) and doing a dual boot config.
