Commander Screen is Black...

Hi everytime I get into the command console, it is all black. So I can't see what I am clicking on to build. Also my mouse is also all black. It's like they have no texture. Also when I am an alien and gesitating, the little thing on the bottom is all black. A couple of other ones are when I am in a CO map, the level up experiance bar is all black on the bottom. I have tried installing it about 10 times. Please help.

open the console:
enter

cl_gammaramp 0

and that should solve it.
