This all ignores the number one lesson that should be taught in school. To learn.
Unless you actually tackle that big issue of motivation directly instead of bribing students into attending as long as they keep getting instantly rewarded, you'll have a big group of children who'll grow up and NOT choose to continue their studies. Because higher education costs, it doesn't pay.
I don't know where exactly I read it, but there was some psychology dude who said that a teacher very seldom should directly reward performance in school because that would link the performance to the direct reward and you'd have a school system in shambles in no time. Monetary rewards for studying would be like saying "great job". But on crack.
