It means that more data than your connection can provide is required to keep the game running.

Whats your connection type/speed?
ISDN?

When searching for games on Steam, make sure you look for 'low ping' servers:

On the Steam server browser, change the filters to look for "Latency: <100"

If nothing comes up change it to <250. Try to join a server with at least 8 players and the lowest latency.

---

In case it wasn't obvious, do not download anything while playing Natural Selection. Before you begin pause any downloads, close your internet browser, and make sure Steam isn't updating. If anyone else shared your internet connection, try to arrange to play NS when they are not using the internnet.

tbh, steam's support info for this problem is rather good and exhausting.

I get this message when my upstream can't send everything that NS client wants to send. You can tell because you can normally see everyone else moving as normal.

I get "Connection Problem" when I can't download enough from the server.

This is commonly caused by wireless.
