FPS drops when light on screen

I get an average fps of about 50 and it drops down to about 3 - 15 fps whenever i see light. Whether its a marine flashlight, phase gate, med drop or welder I stuttering very badly and its impossible to aim properly. Also some parts in maps lag very bad like the place near marine start in ns_metal. I used to play ns a few years ago with an even <u>worse</u> computer than this and i would always get 80-100 fps.

The same is happening to me. A few months ago I used to play this game a lot with an excellent FPS even at 1680x1050 and forcing the video card to max AA, AF, AAA.
A week ago i started to play again and now, when i turn on my flashlight or in some maps there are lights, the game runs worse than Crysis (and I'm not lying about this). I thought at first that maybe the problem was the video driver, so i went to the one i used back then and nothing, the same problem.
My basics specs:
P4 3Ghz
2 GB DDR
ATI Radeon X700Pro 256MB
So if you have any idea what is going on, please let us know.

Nope, it is not. It's a single core one, (model 630 HT, Bus 800Mhz, 2MB L2 Cache). As i said earlier, I played with this computer before at max settings (forcing it from catalyst) with no problem, but now, with settings at default, it runs so bad... And it's weird, i can play games as Source or Red Orchestra with good fps, but now the HL1 engine is impossible.
Try changing the render mode from D3D to OpenGL (through the normal half-life or NS options) or vice versa. I dont really remember, which one produced better framerates <img src="style_emoticons/<#EMO_DIR#>/tounge.gif" style="vertical-align:middle" emoid=":p" border="0" alt="tounge.gif" />
I can't be sure what of those fixed the problem, but what i know is i had tried before installing the latest ATI drivers and didn't fix my problem at all. Now I'm gonna test more the game and see if it's really working fine.

At one moment, during playing in a map, the game started to drop fps (at first it had an average of 60-50 and then dropped to 10-20). In that case, the problem could be also a leak of memory, don't you think?

It could be your video card.
I have a Radeon X1600 Pro and for the most part NS plays very well.
However some maps for whatever reason I see BSP holes on certain parts of the map. A BSP hole is when theres an area on a wall where all the colors on the screen seem to combine together and you get a 'hall of mirrors' effect.
It could just be that your video card isn't handling the information correctly/efficiently and its lagging your game.

I have a pretty bad computer,but thats not the point. The point is that i was playing ns perfectly fine before with a worse computer. Nothing is running in the background, i cleaned out temp files, both opengl and d3d have same fps. I first thought it was a corrupt hard drive cause i had problems with other hard drives before and showed similiar symptons. But i ran a manufacture hard disk utility and it said it was fine. I think its a video card problem cause when ns starts to lag bad i go to console and the mouse pointer moves smooth as butta. I will try reinstalling the latest drivers.

Well, that could be a possibility. But the thing is that with THIS same computer and video card, I used to play this game without problem. Then the problem is if you are right, the last ATI drivers.
I tried to unistall the drivers and try and older version, but nothing. So right now im really lost.
