Ok, I think we are probably looking at a 10- or 11-digit number here. At the number 1x10^10th, we have used 1x10^9th ones in each of the 9 columns to the right, +1. So supply is 2x10^10, and demand is 0.9x10^10+1. At the number 2x10^10th, we have used that many again, plus the extra leading one for each of those numbers, which is 1x10^9th * 18 + 1x10^10th = 2.8x10^10th, and supply is 4x10^10th. Not good enough.

At 11 digits, its 3.0x10^11th demand and 4.0x10^11th supply. Still not good enough.

At 14 digits, its 3.6x10^14th demand and 4.0x10^14th supply. It MIGHT be close enough to cross somewhere in there, let me see: Between 1.0 and 1.2x10^14th, you consume 3x10^13th leading ones and 2x10^12th in 12 trailing columns = 5.4x10^13th consumed, with 4.0x10^13th supplied. At 1.0x10^14th, you had consumed 1.3x10^14th and supplied 2.0x10^14th. Not good enough.

At 15 digits, you reach 3.8x10^15th demand and 4.0x10^15 supply. Still won't cross mid-digit.

At 16 digits with a leading 2, you reach 4.0x10^16th demand and 4.0x10^16th supply. Now we're talking! But where exactly do the lines cross?
At 16 digits exactly, you have cycled through 1x10^15th ones in 15 trailing columns, giving 1.5x10^16th consumed and 2.0x10^16th supplied.
Between 1.0 and 1.2x10^16th, you consume 3x10^15th leading ones and cycle through 2x10^14th in 14 trailing columns, yielding a total 5.8x10^15th consumed and 4.0x10^15th provided. That brings the totals to 2.08E16 consumed, 2.4E16 provided.
    Between 1.2 and 1.4, you consume 4.8E15 and provide 4.0E15, totals 2.56 vs 2.80
    Between 1.4 and 1.6, you consume 4.8E15 and provide 4.0E15, totals 3.04 vs 3.20
    Between 1.6 and 1.8, you consume 4.8E15 and provide 4.0E15, totals 3.52 vs 3.60
    Between 1.8 and 1.9, you consume 2.4E15 and provide 2.0E15, totals 3.76 vs 3.80

From 1.9E16 to 1.92E16, you consume .02 leading ones, .01 3rd place ones, and 13 columns of .002 trailing ones. Total .056 used, .04 provided, grand total 3.816 used, 3.84 provided.
From 1.92 to 1.94E16, you consume .02 leading ones and 13 columns of .002 trailings. Total .046 used, .04 provided, grand total 3.862 used, 3.88 provided.
From 1.94 to 1.96E16, you consume .02 leading ones and 13 columns of .002 trailings. Total .046 used, .04 provided, grand total 3.908 used, 3.92 provided

And...I'm not making progress here. Its somewhere between 1.0 and 2.0x10^16th, but I can't figure out how to nail it down at the moment.

It's not an easy problem to solve, and I do love a good math problem. Should I create a new thread for this? This is pretty derailed..
