I'm thinking in the vein of how pro StarCraft systems allow you to watch through the monitor of the player, which would be sweet for replays and training sessions later. But that's just a small part of it.
In general, it would be a nice feature to be able to view in the comm's viewpoint, maybe even using the same height values, so you can watch the game as a RTS player.

I love to spectate skilled players, so that I can see how they play. Learning their strategies and tendencies. The ability to spectate commanders would improve not only the skills of the average commander, but the skills of the average marine player because it allows you to learn the strategies and tendencies of your commander more intimately.
I don't know how difficult or easy it would be to implement spectating commanders, but there are numerous benefits to be had, and it doesn't change gameplay at all.

No really, I like the idea. Don't see why it shouldn't be done except that maybe they'd not want to encourage spectators in ns2. They have that feature as it is now on ns1 and most servers will 'tollerate' it for a couple maps and kick you if you stay there any longer. I've always enjoyed watching others play. Watching skilled players, at least for me, can be just as entertaining as if I played msyelf. Watching a commander with his full insight of the game would be very fun. *gets popcorn*
You can go download some pro replays right now if you want. It's a feature that already exists, even though it can get some beefing up and easier UI to use them.
As it stands, most players don't start looking at replays until they're already past nub level, so I'm not sure about the argument it's good to ease the learning curve for entry into the game. It can help bridge the skill gap to the pro level, though, or just create excitement about the awesome stuff that happens at pro level.

A new player entering the game would learn buttloads about how the game works by spectating a commander even for just one game.
The replays are far from being accessible. First they need to be recorded, most often through the HLTV, then uploaded and then again downloaded and then played through console commands. That's mostly stuff that you can't figure out by yourself unless you're especially looking for it.
The idea itself is really good. I can't see any reason why it shouldn't be implemented.

Exactly what I meant by stating the current UI is crap. Sorry if I came off sounding critical, I was just trying to point out it already exists in NS1. It's something that should definitely be allowed and given a lot of power. A powerful replay plus interface would be really sweet, and the ability to directly spectate a commander would be nice as well instead of only being able to follow the on-the-ground players.
The replay system will also need a stronger free roaming camera, especially one that interfaces with a commander's potential view. Basically, allow the camera to move like in RTS replays, from top down and sliding along the commander's view, but free roaming and not locked to what the real commander did. A general purpose free roaming camera would also be nice, as would first-person cameras. However, I think the commander view replays would be the most powerful if the devs need to prioritize.

I like the idea of spectating the comm. Wouldn't it be better to have it's own thread though? Just a suggestion.

Already partially in the game plan!
