Bizarre Lag Problem While Hosting

Alright, I got dsl a few days ago, so I decided to set up the server. I have a speedstream 5360 dsl modem, connected directly to a Linksys BEFSR41 router. Connected to the router is the computer I play from, and my server which has the following specs:
hardware:
Asus a7a266 Mobo
AMD Athlon Tbird 1.4 Ghz
40 gb ibm hd
384 mb ddr pc2100 ram
PNY geforce3
16x dvd
24x cd burner
3com NIC
software:
Windows XP
Norton Antivirus

So here is the problem: I'm playing on my server through lan. I usually host a 8 person server, 1 lan client and 7 wan clients. Every 10 minutes or more often, all the WAN players's pings start to increase. Not staggering pings, but they all raise at the same time. All the pings climb to about 3k, and mine stays under 30. This higping problem lasts for about 20 seconds and then all the pings quickly return to normal. Now what I don't understand, is that I can run a server with upto 10 players and have no lag, so the problem doesn't seem to be my internet connection. No other computers are using the internet besides the server and my computer which is joining through lan. The very confusing thing is that besides mine (lan) all the players' pings will be EXTREEMLY similar, so bob isn't lagging any more than fred is. I know the new patch is going to increase server performance, but I was hoping I could have some help with tweaking the rate or something. Oh, and could the server being behind 2 swtiches be the problem? i have a 10/100 linksys 8 port switch going off of the 4port router..., but i could plug the server right into the router... -thanks for helping <!--emo&:D--><img src='http://www.unknownworlds.com/forums/html/emoticons/biggrin.gif' border='0' valign='absmiddle' alt='biggrin.gif'><!--endemo-->
