Constellation icon overriding server-op icon

Hi,
Im managing my server admin rights completely via the icons in the score board.
The problem is, it seems the NS server uplink overrides any local server admin icon (or at least, sometimes this happens).
I thought the icon can hold multiple "rights", since its stored bit-wise.
Anyways, is there any way to force serveradmin icon > constellation/uplink icon _without_ deactivating the actual uplink?
