The guidelines state that a map really should focus on the indoors, tense and claustrophobic, settings. Large outdoors areas are not encouraged. A lot of people are doing this lately... may be a bit deceiving. Check <a href="http://www.readyroom.org" target="_blank">the ReadyRoom</a>, Click on the "Map shots" links, and take a look at Relic25 and Merkaba's map shots for a good idea of what the team is aiming for.
Well if your going to start on a planet it would be an idea to start outdoors then once inside the complex/base you have to find the commander mode area asap.
Maybe you could have different ways into the area if you start outdoors...the possibilities are endless(suppose they will eventually end). It doesnt say you CANT NOT EVER go outside just that it wants mappers to focus on tight indoor conflicts between marines and aliens or m vs m . or outdoor areas for m vs m for longrange weaponary.
If you look around some screen shot you will find HUGE indoor areas that slightly resemble outdoor fields lol.

I wasn't saying that you can't have outdoors areas in your map... It's just that someone new to the boards may see these outdoors shots and assume that that's what the maps would mostly consist of.
Several reasons. The first is the marines will have an advantage at longer ranges. The second is the commander mode is supposed to be a marine hooking into the security system of the place... and outdoor placed don't exactly have cameras and such (though I once did say something about a satellite system acting as a surrogate). Then you've got the whole skybox limiting the flyer thing, and that's unrealistic, and unimmersive.

Makeing outdoor areas are to make it so the aliens are ready for the marines when they assault the hive areas to give them time to prepare for an human onslaught.
And to take advantage of the the concept or backstory where the marines are dropped in by a dropship and they have to find the commander area and fortify it with sentries as soon as possible makeing it focus on that area of teamwork.

They're guidelines, so they don't have to be followed perfectly, but an outdoor area is going to be very hard if not impossible to implement correctly. Outdoor areas give the Marines a severe advantage. They're not for the aliens at all. And there really shouldn't be outdoor areas. Open areas are ok, especially for the Flyer, but open areas can still be implemented with large rooms.
