1) HL1, not HL:S? (sorry, but the stupid things are generally the problem, rarely is it something interesting)
2) Have you reformatted your computer/Moved where the Steam files were installed/anything where Steam (and/or HL) might not be in your registry?
Unfortunately if neither of the above then I would simply tell Steam to delete the local content for HL, reinstall, boot up the hazard course, and then try installing NS.
You might want to try and nab the NS install from a different source before doing that also (just in case)
I dont have the source version, i have vista(maybe that will help) and my steam folder is C:/programfiles/steam/ And so if its like not in the right place or something tell me.
Oh ya, and when ever i try to install, i the "Steam hasen't found a valid steam install" comes up so i ignore it, but at the part when i install to a folder nothing come up

as a note, it is: "Setup has not detected a valid Steam install"
If it isn't detecting steam (actually Half Life) then you have either copied the files from somewhere else, or reinstalled windows since you initially installed the game, and thus Windows doesn't know it exists, and thus the setup program doesn't.

However, what I would generally suggest is what I said in my previous post: tell steam to remove HL and then reinstall it.<!--QuoteEnd--></div><!--QuoteEEnd-->
ive already done the reinstalling and all that and my computer was refurbished when i got it.

another edit, where do i install it?
If it isn't detecting steam (actually Half Life) then you have either copied the files from somewhere else, or reinstalled windows since you initially installed the game, and thus Windows doesn't know it exists, and thus the setup program doesn't.
The path you will want is:
C:\programfiles\steam\steamapps\<your steam login>\half-life\ns\
However, what I would generally suggest is what I said in my previous post:
tell steam to remove HL and then reinstall it.
