Freezing Issue

I'm encountering weird problem... While playing online I'm having some weird freezes each 15seconds that my char hangs ( ex. while i am jumping at that moment the character will stay in air until i will get unfreeze it looks like network lag but I've tried almost all network settings... ).
It happens on all hl1 based mods and hl itself and is none of my network problems ( no packet loss ).
It used to work fine, don't remember if it worked on my new system tho... I am using Windows 7 atm, but that shouldn't be a problem since all other online games work fine...
Yes i tried deleting half-life folder so it creates new configs etc. problem still persist :/
