Distance from comm garbles communication

Idea: As the marine units get farther away from the active comm chair (or powered room), the voice chat could become more garbled, due to interference and decreasing signal strength. This would be manifested as static or other form of interference.
Potential modifications to the idea:
- A commander would have a somewhat longer range since a fully powered chair could boost the outgoing signal.
- Closer to the alien hive, interference could increase exponentially.
- A siege gun preparing to fire firing could create increasing interference.
- Powered rooms could slightly increase the range of communication in/around that room.
- A marine upgrade could boost signal strength, therefore decreasing interference.
- Text chat could "garble" as well, by adding/subtracting random characters.
Note: Whether this feature actually limits gameplay is up to the devs. Even if it does not, adding a small amount of static at a distance could still add to the atmosphere of the game.
