steam validation rejected, joining

so i have looked everywhere and found a solution...steam_appid.txt should read "70"
i have had this problem for awhile and after finding the above solution i have still not been able to join any NS server. the steam_appid.txt is already a "70".

any ideas?

I think the steam_appid.txt is a file read by HLDS if you are trying to run a server.

For the steam issues, well, I don't have any real advice other than close steam completely down then start it back up again.
