Ingame Freezes

I'm another oldie returning after not playing for several years.
The problem I'm experiencing is ingame freezing. The screen will freeze for about 5 seconds every 1-2 minutes.
Specs: Windows Vista Home Premium 64 bit
AMD Phenom 8400 Triple-Core Processor 2.10 ghz
4g RAM
Nvidia Geforce 8800 GT OC
I have tried several fixes for different types of freezes listed on these forums.
I've turned cl_gammaramp to 0 (fixed my scoreboard but not the freezes)
I've tried setting the affinity to only 1 core, heck I even tried limiting it to 2 cores.
I've tried setting priority to low.
I've DL'd and installed the latest drivers. (I was even told by someone ingame the latest didn't work properly, so DL'd and installed ones he suggested to no avail.)
I've reinstalled both steam and ns.
None of those have worked thus far and I'm somewhat frustrated by the situation. So does anyone have an idea for a possible fix?
EDIT: I've also noticed that when it happens net_graph 2 reports a loss of 15 or so. I appreciate any help given.

Wireless zero config automatically searches for networks every so often even when already connected to one - this causes these lag spikes/freezes you speak off. I'm not sure how to fix it on vista but on xp you would disable the wireless zero config service in control panel > administrative tools > services.
