FPS locked at 60

My FPS is stuck at 60, v-sync is forced off in ntune. I set fps_max to 300 (or max_fps always mix it up), even enabled developer mode and reset to 300. My source games are unaffected. I just tested it in sven-coop, another goldsource game, and my FPS is still stuck at 60.
I used to hit 100, but recently I noticed a mouse issue. Well I thought it was a mouse issue, tried a bunch f things ill I looked at my net graph.
Gonna mess with my drivers next.
UPDATE FIXED: I looked some more online, then thought maybe nvidias drivers aren't as perfect as I like to think. Set the v-sync to forced on, applied, then back to forced off and applied. Started up sven and got 100 fps. I use a CRT 24 inch so yeah alot of the LCD issues don't apply.

Any FPS below 100 is bad in any FPS game.
On topic:
Honestly, the only thing I can think of is that you have v-sync enabled in game, or your LCD monitor is capping it to prevent tearing.

Maybe your eyes can't tell the difference but mine can. It defiantly responds faster now.

Now, to explain why the other 2 are rambling about silly things.
The 30FPS/60FPS/etc etc thing comes from a few sources:
1) The threshold value to the human eye to not be able to pick up a flicker is 60fps iirc. However this is talking about a simply on/off situation (think about a neon light).
2) In Film you don't need ANYWHERE near 30 FPS (I think they use like 20 or something) to make it appear fluid, but that is due to motion blur (something you don't get in video games).
3) Both of those will vary depending on the person involved.
As for video game NEEDING 100FPS?
That is bunk. What you really need is a stable FPS. 60 is very good. Aiming for 100 FPS in GoldSrc is actually some times counter productive as it is actually the cap of GoldSrc games, and if you computer can't reliably put out 100fps you will get drops and THAT does look bad. That is why maxfps exists. If you computer can do 100 at most times, but drops below 70 in really intense points then you will see issues when the FPS is changing. So what you do is select an FPS you KNOW your computer will not drop below, and set it there.
Getting 100 FPS ensures you are running closest to your maximum speed as the game updates your postion faster. Just try running at 30 fps next to someone at 100 fps.
Furthermore, the more serious players will change their FPS according to their weapons firing rate. Each weapon in NS works best at a different FPS, same thing with CS.
To achieve these ideal FPSes you use developer mode, though some weapons like the LMG I believe work fine at just 100 - 105. How so? Increasing the FPS forces the engine to run faster and shoves out a higher firing command, as you know not everything is regulated by the server.

THEN that's a game of pure skill... Anything else is enhancing gameplay beyond what you normally can achieve.

Run on a nice computer?
Have low latency when you play?
Some people like to ensure their skill shows more than others.
I don't use lastwep but I do only play on servers 100 or less ping, have a nice comp, and run on EDSF.

Only because I want to play the latest games, but it isn't the top of the range.

I always play on less than 100ms (IE: australian based in my case) servers.

You obviously havn't watched a movie on one of the new 120Hz or 240Hz LCDs with decent real-time motion interpolation. Yes, movies get away with ###### FPS because of motion blur but MORE IMPORTANTLY by avoiding panning the camera around. The human brain is amazing at interpolating the frames between still scenes. Strictly speaking, your eyes(or rather your brain) can easy tell the difference between 60Hz, 100Hz, and beyond. People can consciously recognize flashes of light as short as 2.5ms. Subconsciously the mind may even process shorter pulses - hand-eye coordination (aiming at doodz) lies somewhere in the relm of the conscious and the subconscious.
When it comes to playing video games, it always matters, no matter how high you can get it. At least beyond the capabilities of current mainstream hardware.

Yes, because a competition to test ones ability to watch a light flicker sounds fun. I think everyone should play NS naked (I certainly do), its the only fair way.
