Plus, video game development is king of like creating music or artwork. People inspire other people. You hear Gabe from Penny Arcade talk about the styles he tries to incorporate from other artists and you may have seen the twitter update where UWE redid their weapon models after playing Killzone 2. It's not really stealing...
Also it does not look like the NS style, I do not get a sci-fi feeling from the graphics design. The weapons look like current weapons. I don't see this resemblance you're talking about... It looks more like a post-apocalyptic (fallout 3-ish) kind of game.
I think it looks incredible, and anything even slightly related to Stalker is win in my book. Ukraine, you have my love.
Also, Killing Floor is one of my personal best games of this year (unless NS2 is released).
