I have read the articles on the power grid and I think I understand it but have questions on mapping it.
Is the tech room a capture point or is it a structure eg hive new chair? Also to balance game play do the distances from say marine start to the first tech room be the same as the hive to aliens first tech room?
Is the power grid set up by the engine or the mapper, or both?

Power Nodes = Res Points
Power Grid = User setup.
There will be variables that you can adjust the size of the power grid effect and (I believe) specify lights / objects / something to be tied to that specific power grid node being powered up.
Was looking at the xml / txt files for the editor and noticed a few entries there referring to things we currently don't have access to yet (IE: the files it refers to are not in the editor just yet).
EDIT:
In Short... the Mapper sets it up, the Engine makes it happen.
Outside that not much is known.
