1.To get the spark editor tools, do you need to pre-order?
2.If the game IS released on steam, would it be possible for the editor also be released with it? (not asking if it will be released on steam)
3.Can you say a year for the release date?
4.If released on steam, would we be able to play spark editor levels?

3.) They haven't given a time yet, but the alpha is supposed to be soon as in this quarter. We won't really know until it's out though.

The tools are probably avaible for anyone purchasing NS2 at any point, you don't necessarily need to preorder. To get to try them right now and not after the game is officially out, you'll have to preorder.

thank you, that's a relief. Ever since i found out Atmosphir is private beta only, i wanted to be able to get some kind of level creator

My guess is that the game will be out this year. I base that on guestimations of their funding since that is a real limiting factor to how much polish they can do before release.
