I know that marines like the support of med pack while in battle. So instead of having to stop and wait 5 seconds to use the med pack, instead you can just have the marine inject themselves with a syringe. Afterwards, their health could recover at a certain rate while they are still battling and moving around. You could even have a cheap lower tier upgrade that allows marines to hold multiple med packs.
If this was implemented, the commander wouldn't have to med spam as much.

Welderbot and MASC, that should keep him/her busy along with getting upgrades and placing new structures.
Does Starcraft have you giving Medpacks out to individual Marines? No. But it does have Medics(Welderbot in NS2's case), which should be enough.
Welderbots might be nice indeed, can you improve their control after playing the commander for 100 hrs or so? I wouldn't completely count on that, unless there's a carefully crafted micromanagement system for them. So far there's one topic of it and very few people actually discuss how the micromanagement should work, most just suggest some alternative ways of healing.
MASC is one huge tank, I can't see it adding much of a burden to your micromanagement if you have to command it to take a corner every 5 seconds or so. Placing buildings isn't that much of a task either. Creating interesting base layouts to make your bases defendible is interesting at its best, but it's more about planning and decisions than any kind of micromanagement.

Comparing this to Starcraft is one of the silliest things ever. I've got more than enough micromanagement to handle 90% of NS' tasks and most improvement would come from prioritizing where I'm hovering at each specific moment (Should I scout topo for baserush or should I be medding at that doorway our SG push is about to reach?). Meanwhile you can play Starcraft professionally for years, reach 400 APM (compared to my 100-140 recorded in Blizzard in RTS games) and you've still got more things to do than you can handle. NS misses almost the whole macromanagement because you don't actually produce 20 units every minute and control them on the field while balancing it out with your economy management.
All I was saying, Starcraft does not utilize AoE Magically appearing Spells(C&C3) directly from the Commander, but utilizes Special Abilities through the use of units.
For example, maybe the commander can get an upgrade for the Welderbot that allows it to heal as well.
Healing gets faster in this way, from top to bottom:
Welderbot - Slowest (Allows to be healed while in Hive room though, actively.)
Armory - Medium (Frontline main heal, wherever the Powergrid struggle is at.)
Personal Medpack - Fast (Bought by the Marine at the Armory for Income/RES.)
I think this could be more interesting, than having a Pinata party every second.
