Shooting through Fences, Grids, etc.

Hello there People.
Something popped up in my mind while looking through the forums and I found it kinda interesting.
If it's already discussed or somehow proved please tell me.
So you know that common Issue if you play some kind of game and the enemy is sitting behind a fence, a grid or a somehow other semi-transparent prop/texture that you can't shoot through it, altough you can look through it. This kind of condition always get me frustrated.
So my Question is, is this kind of problem already fixed with the new technologies around or is it up to the Mapper to avoid this?
If not, is it possible to make those Textures semi-shootable so that around 50% of the bullets break through the thing?
I believe there is only the option to either shoot through or the opposite.
