Can't Get Microphone To Work

I just bought a new headset microphone and tried running the Half-Life voice setup but the sound is not very loud. I've moved the record and playback volume all the way up, but it is still too soft. When I join a game, there is no speaker icon next to my name and none of my teammates can hear me. Any suggestions?
