You can do this I think...

1 / First make your game(s) report 'Ready' in Steam by downloading the latest version(s) online, then exist Steam

2/ Manually backup the games outside of the Steam folder by cutting and pasting them to somewhere else (or leave them in the Steam folder, doesn't matter)

3/ Move the Steam folder (and backed-up games) to any place that has no internet. So a laptop in the Congo jungle for example

4/ Place the games back into the Steam folder and start Steam

5/ When a connection can't be found start in offline mode, and you'll see all the games you previously 'readied' ready to play offline

6/ I hope I'm right with this advise

    HAH!

Actually, what you need to do is also save your login for Steam. Otherwise Offline Mode won't work.

The other option is manually zap your internet, it will go into Offline Mode, and then when you fire up somewhere else in Offline Mode you're OK.

If you copy the SteamApps folder that's where all the games are. However, the rest of the Steam files are needed to run the Steam client. And trying to run Steam games without a Steam client doesn't work since the .exe files try to find Steam for authorization (with some exceptions).
