DirectX install error

Hello,
When attempting to launch NS2 on an up-to-date Windows XP Professional SP3, the DirectX install comes up and fails with the following error:

The game will still launch afterwards, but the install attempt occurs every time NS2 is launched. I am already running as administrator.
Is there any way to skip this step launching from Steam or get it to work?

<b>EDIT:</b> This wasn't a NS2 error (didn't suspect it was), but a Windows issue regarding the Cryptographic Services. I had to follow step 1 in the resolution section in the following Microsoft Support article:
<a href="http://support.microsoft.com/default.aspx?kbid=822798" target="_blank">You cannot install some updates or programs</a>
