Personally I think UW should plan for paid DLC addons. Those who can afford and are happy to support UW by purchasing unique cosmetic items will. It also gives them, a small independent company more money towards support and further development.

I for one think this could work but it's a not so good idea and here is my reason of this decision.
I have Played Trackmania united for years.
This is how that game works: If you buy trackmania united you have the ability to use custon car skins, the cars are the same (specs) as every one elses but the skins change. So if everyone is driving an open wheeled stadium car your car can be any car you purchased from a third party website of 2d or 3d skins or a homebuilt model.
The game stays fair on a compitition level as no matter what the skin, the cars are in fact the same even if it looks like a BMW or Tricycle. Drawback: I use a Tractor Trailer (semi) skin every now and then to block my oponants view causing them to jump the guard rail on that tight curve (wrong but funny)so it could be exploited. The good news is that the game has an option to hide custom models so all the other clients see is the standard car.
The only thing that UWE would have to govern is aproval of the skins, support P2P and add an option to hide custom content.
The sole reason this would not work is if the skins wheren't governed by the developer as using P2P to use any skin could result in marines in alien suites or an onos that looks like a floater. That would not be good at all for competitive gameplay.
Hmmm, makes me think of the AMXX Plugin "Change Model". I once ate the cc disquised as a turret.
If it where done in a mod then thats a whole other story. Simply for fun.

DLC doesn't imply user created content is involved.
Here's a mega old dev blog where they go over character customizations. I don't see anything wrong with strictly cosmetic accessories down the line. Wouldn't be any different than people specifically preordering for black armor.
Or something like the marines in SC2: http://fc37.deviantart.com/fs29/f/2008/124..._azazel1944.jpg
I think it would be great it there was a black variant of the heavy armor.
I can see myself not getting heavy armor or taking a jet pack instead because I want to stick with my wicked sweet SE only black armor.
As for the design of the heavy armor in general, whatever they decide to make it look like im sure it will be good, everything else looks amazing and has that gritty metal scifi feel to it. [they've gotten quite good at that style]

extending the black armour to jet packs and heavy armour is just a way of showing off that you forked out more money than those with regular armour
