There's been some buzz about IRC recently, and I realize some people have no idea how to join.
You have a few options. One is to use GameSurge's in-browser client: http://www.gamesurge.net/chat/
Pick a screen name, then once the client loads type "/join #naturalselection" without the quotes to join the channel.
Alternatively, you can get a local client. I recommend mIRC. It's free if you keep ignoring the wails to register. Download here.
After loading, you can go to File > Select Server and search for GameSurge, or add it manually via the Add button. You can find the IPs of the GameSurge servers here. After that, it will open up a window for that server. Click on the lightning bolt in the upper left to connect to the server. Again, once you connect, type "/join #naturalselection" in the command line, without quotes, and you're in.
Doing a quick Google search will find you a bunch of mIRC commands, but here's a quick list of important ones.
/join
- Join the channel. All channel names start with the # symbol.
/nick <new nick name> - Change your nick.
/me <action> - Will write the action in the channel. This is different than chatting.
/msg <nickname> <message> - Privately message a person.
/query <nickname> - Open up a new window to privately message someone.
/part
- Leave the channel.
Oh, and here's the rules for IRC. The NS2 Wiki rules, and the olde NS Community Rules. Abide by them or be kicked/banned.

I think there should be such a Quick Connect link at UW's IRC page,
then new users just have to install a IRC client and click the link to get in.
I like to use ChatZilla add-on for Mozilla Firefox, or mIRC client.
