Can Only Official Steam Games Have A Fancy Background?

<div class="IPBDescription">On The "GAMES" Tab In Steam I Mean.</div>You know when you open up Steam and view your games library as a list, you click a game name and certain games have a nice background with the latest news related to that game displayed below info about achievements and friends stats.

Is it possible to make Steam load an NS2 background by placing a certain file in a certain folder or does Valve have control over whats displayed in that area?
(Call of Duty: Black Ops isn't a Valve title but has a fancy background, same for Dark Messiah etc.)

I guess it's a bit early to be requesting such things from the devs but maybe a custom background from the community is possible.
